Water Heater Installation Fresno, CA

A standard atmospheric (natural draft) gas water heater cannot be installed inside a bedroom, bathroom, or a closet opening into one. Carbon monoxide risk from backdrafting makes this a life-safety issue. Only direct vent (sealed combustion) units are exempt. Commonly violated in apartments and condos with converted closets.

California law mandates earthquake protection for all storage water heaters. Two certified metal straps must anchor into structural wall studs — one in the upper third, one in the lower third. Plumber's tape or wire is not acceptable. The lower strap must clear the gas valve controls by at least 4". This is the single most commonly cited violation by Fresno inspectors.

The T&P valve must be UL/ANSI listed and sized for the heater's BTU input. It cannot have a shutoff valve between it and the heater — capping or valving off a dripping T&P is a life-safety violation. If the valve can't open freely during a runaway heating event, the tank can explode. The discharge cannot terminate into the drain pan.

Discharge pipe must be the same diameter or larger than the T&P outlet (typically ¾"). It must run continuously downward with no traps or upward runs, terminate no more than 6" above a floor drain or exterior point, and remain open (never capped or threaded). Approved materials: copper, CPVC, galvanized steel — not PEX or flexible braided hose. Exterior discharge must avoid pedestrian areas, electrical panels, and gas meters.

Any water heater over finished space — attics, second floors, raised platforms — must have a corrosion-resistant pan at least 1½" deep and 2" wider than the heater on all sides. The ¾" drain must pipe to a visible location so a leak is immediately noticed. Commonly missed in upstairs closet installations.

In a confined space like a closet or small mechanical room, two dedicated combustion air openings are required — one near the ceiling (within 12" of the top) and one near the floor (within 12" of the bottom), each with at least 100 sq. in. of free area. Without adequate combustion air, the heater backdrafts and produces carbon monoxide.

Venting carries CO and combustion gases out of the building. Single-wall vent pipe cannot penetrate walls, ceilings, or floors — only double-wall Type B vent. Must terminate at least 12" above the roof, maintain minimum 1" clearance from all combustibles, use a listed vent cap, and maintain ⅛" rise per foot on horizontal runs. Violations here are life-threatening.

Two requirements for garages: the heater must be protected from vehicle impact by placement or a physical guard, and the burner and controls must be at least 18" off the floor. Gasoline vapors pool at floor level — an open flame at floor level can ignite those vapors. Verify this on all replacements, even modern FVIR-listed units.

When water heats, it expands up to 4% in volume. In a closed system (virtually all new Fresno water meters have backflow preventers), that expanded water has nowhere to go — pressure builds, the T&P valve drips, and the system is stressed. An expansion tank on the cold supply side absorbs that expansion. Must be pre-charged to match incoming static pressure and properly supported.

Fresno's city water pressure can run high. Above 80 PSI, most water heater manufacturer warranties are voided and every fitting and valve in the building is stressed. A PRV must be installed, accessible for service, and followed by a strainer. Always test incoming pressure at every water heater installation.

Sediment trap: A drip leg at the lowest point before the appliance valve catches debris and moisture that would damage the gas valve. Flexible connector: Must be a listed CSA Z21.24-compliant connector, cannot pass through a wall, floor, or ceiling. Old-style flared brass connectors must be replaced with current listed connectors.

You cannot simply move an indoor water heater outside under an overhang. The unit must be specifically listed for outdoor installation by the manufacturer. Outdoor-listed units have weather-resistant controls, ignitors, and enclosures. If the unit isn't outdoor-listed, it must be in a fully enclosed weatherproof structure — which effectively means using an outdoor-listed unit.

The first 5 feet of both the hot water outlet pipe and the cold water inlet pipe must be insulated. For recirculating systems, all recirculating piping must be insulated. This is a California energy code requirement enforced at final inspection on every water heater installation.

For electric water heaters, a dedicated disconnect switch must be visible from and accessible near the unit — the breaker panel in another room doesn't satisfy this requirement. All metal water and gas piping must be bonded to the electrical grounding system to prevent dangerous voltage differences, electrolysis, and shock hazards.

The manufacturer's manual must be left at the property — it cannot leave with the installer. Every component used (fittings, valves, flex connectors, expansion tanks, T&P valves) must bear a UL, IAPMO, or other approved listing mark. The manufacturer's installation instructions are part of the code — if they're more restrictive than the CPC, the manual controls.
